Report a translation problem
Log into the main menu using "U" on your computer.
When you get to the main menu after loading in scroll down to "Title Screen"
When you get back to the title screen press the start button on the controller you want to use.
It helps if you're in Big Picture mode with controller enabled.
I found out that this happens because Guilty Gear picks up your Keyboard as controller #1 by default and there is NO WAY to change it in game except for the method I listed above.

I had this problem once, and just going back to title screen using the keyboard and pressing start (ps4 controller) seems to have solved it for me too.
