I feel like i'm just losing my time playing Millia
This is the first character i ever played in this game when i discovered it and i loved her mixup (and the design !)
But now that i reached celestial i'm getting clobered by almost every other character even those i those i felt i had an advantage.

I just realise how i just mixed up bs my way through the floors and now i'm not sure how to play millia anymore.

I tried other character but none feel the same way. I like Ky design too but his gameplay is just boring to me.

How do i approach games with millia ?

At this point, you should be looking for tips and tutorials online from high level Millia players, as well as replays from high level players. Try to find tricks and tactics that you wouldn't have considered, and slowly but steadily introduce those tricks to your arsenal of skills.

At this stage, improvement is small and incrimental. At this stage, you're basically just maximizing play efficiency.

I hear you. I watched some guides and pro player videos (shout out to SugoiBoi) but i feel like i'm just rehearsing Combos and mixup situations.

I believe the issue i'm facing is more about facing the neutral. It's obvious it is not Millia strongest trait but i feel like i'm in a disadvantage from the start of the match against many characters

Have you checked the dustloop wiki yet? There are general strategy guides for each character, and those guides were really valuable for my own improvement when I was attempting to get into celestial the first few times. Here's Millia's general strategy page:

There's also counter strategy guides for each character. Even if your goal isn't to beat your character, the counter strategy guide will give you more insight on what other characters want to do to beat you; reading it can help you to identify your character's weaknesses so that you can better compensate for them. That's all there's to her, same with I-no. Once you run into people who know how to play against her, you have to either get supremely lucky, devote endless hours to study matchups and player behavior, or be orders of magnitude more skilled than the opponent to win.

This is completely on purpose, by the way, and neither character will ever be permitted to be too good again, due to how unbearable they are to fight for most players.
