At this stage, improvement is small and incrimental. At this stage, you're basically just maximizing play efficiency.
I hear you. I watched some guides and pro player videos (shout out to SugoiBoi) but i feel like i'm just rehearsing Combos and mixup situations.
I believe the issue i'm facing is more about facing the neutral. It's obvious it is not Millia strongest trait but i feel like i'm in a disadvantage from the start of the match against many characters

There's also counter strategy guides for each character. Even if your goal isn't to beat your character, the counter strategy guide will give you more insight on what other characters want to do to beat you; reading it can help you to identify your character's weaknesses so that you can better compensate for them. There are also character matchup guides, but Millia's matchup page is pretty sparse. For some reason the matchup pages don't get much love. Even still, here's Millia's page for character-specific strategies:

That's all there's to her, same with I-no. Once you run into people who know how to play against her, you have to either get supremely lucky, devote endless hours to study matchups and player behavior, or be orders of magnitude more skilled than the opponent to win.
This is completely on purpose, by the way, and neither character will ever be permitted to be too good again, due to how unbearable they are to fight for most players.
