I remember lots of youtubers spawning True Ending after each new DLC was dropped
But considering those youtubers are vloggers mostly - I pretty much certain they use mods or cheat engine to finish with LV9 boss quickly

It's how I beat him. I also watched somebody in floor 3 beat him the same way. Once you get the timing down, it's kinda easy.

The problem is that the maximum difficulty is it's a joke until "Crawl" song start playing

Why does the size of his HP pool matter? Just keep throwing him. Do you think he's going to catch onto you or something? It's a bot. They don't learn.

Patience is key here. I've never gitten to lv.9 myself but from my experience with him on lv.8 you gotta be patient and anylize what you're doing wrong and try to improve, as you should do with any fight in this game. Being persistant with and stubborn and having a lot of determination are also good traits in such a boss battle.
Or just play potemkin and try to throw the ♥♥♥♥♥♥ a lot.
