Sin, in terms of power/strength, without a doubt will surpass Ky and Sol very quickly. In terms of knowledge/experience, it will take him years to reach that level.
Power scaling is pretty loose in GG. Probably because raw strength is a boring way to decide fights. Case in point, Ky was able to single handedly kill multiple high level gears throughout the war, despite scaling with other humans at the time; he didn't win his fights with raw power, he won with a strong mind and dirty tactics. The way he puts it in Xrd, "the tactics needed for a human to beat monsters" (or something like that).
However, if we use feats as a measuring stick, Sin's Xrd IK scales below Dizzy's IK (which she performs so casually that it's an accident to boot), Dizzy canonically scales roughly with Justice a la GGX and AC+R stories, and Sol scales above Justice a la GG1. I don't really know where post-Xrd Ky scales because we never really see him do anything with DI except keep up with base form Sol in fights against the Sanctus and god form I-no, so I'm gonna assume he scales relatively low in terms of raw power, even with the increase from DI.
As for his quote against Sin, I assume he's refering to base form Sol, since he's never canonically fought DI Sol. Hell, I don't think he's ever even seen Sol's DI before.
I-no and HC are probably as strong as or stronger than Sol. God I-no is a reality warping god with the power to atomize all of reality and is definitely the strongest character in the verse, though Axl supposedly scales with her full power if he really wanted to (he has all the same reality warping abilities that she would have at full power, limited only by his understanding of his own power and willingness to use it).
Tbh, Sin doesn't come anywhere close to the levels of raw power being thrown around by the end of Strive. DI Sol is impled to be a planet buster, while Sin at max power can DBZ someone through a few mountains. Impressive compared to most of the cast, but not compared to the likes of Sol or I-no when they're going all out.
