generally on floor 7 and below you'll find people new to the game, some with fighting game experience and some without, 8 & 9 are people who are pretty familiar with the game, and 10 is usually people who are pretty familiar with their characters. celestial is technically a upgrade that you get on top of being floor 10 (celestial is basically just an eleventh floor), so you'll occasionally run into celestial players on floor 10 as well, which also means that some other people might get knocked down from losing to them, and then knock someone else down from floor 9, etc.
so ranked in general is kind of a mixed bag, the lower floors should be more populated during the evenings and weekends, but you shouldn't be afraid of jumping up a few floors if you just wanna get some games in. because the ranked system ranks you based on your recent wins instead of overall performance, you rank up and down really fast, so even if you get knocked down from losing to better players you'll be able to get your rank back pretty easily. the tower system is basically just a way to get matches against players that are somewhat similar in skill, but it's not a serious ranked system even though it seems that way on the outside. just play some games, if your opponent feels too strong and you aren't having fun, try to play on a lower floor.
park is basically the same as tower except that there's no floor requirements, so the variance in skill is gonna be a lot higher, but if there's little to no people in the tower then you'll have more luck finding matches in the park because everyone can play everyone there.
also because the tower isn't a ranked system that compares players against each other, the general player base has been drifting towards higher floors over time (there also used to be a limit on how far you could fall down, indirectly pushing everyone up over time), so that's part of the reason why the top floors have more people in them. the higher you go the higher the variance in skill is gonna be, but in general higher floor people have been playing for longer (doesn't mean that they're inherently better though).
