By default, you should be crouch blocking (holding down-back), and you should react to overheads by stand blocking (holding straight back). Most air normal attacks, the attack with the orange glow, and some other attacks are overheads, which can not be blocked while crouching, but they are able to be reacted to (either because they're slow or because you have to be in the air).
In contrast, most attacks that have to be blocked low (such as most crouching attacks) are fast enough that it is literally impossible to react to them, so that's why you should be crouch blocking most of the time you're blocking attacks.
Generally speaking, in all 2D fighting games you should be holding down back to block everything, then switch to stand blocking when you see an overhead coming. Your default blocking should be crouch blocking, not stand blocking.
