You can't. This game does not use the Workshop. All mods are essentially hacks, so install at your own peril.
Preface:
As long as you get your mods from trustworthy places (like gamebanana,) you're good. And NEVER download mods that are an exe file, because 99% of mods for GGST are only pak and sig files (mods ending with .pak and .sig may come packed in a zip or rar file which is normal.) Even then, it's always good to scan whatever you download no matter what as a best practice and to enable visible file extensions in windows. And don't click on any ads (I use adblock so I can't say if gamebanana has ads or not) And ALWAYS do routine virus/malware scans regardless.

While normal mods won't harm anything with the game (normal being pak and sig file mods that change character/stage textures, character meshes, voices, BGM, UI) it's important to understand that ArcSys can at any time decide against allowing mods in the future, though they've been cool about it since launch. There's also a very slim but still possible chance that a mod that changes meshes or particle effects can somehow be unoptimized and affect in-game framerate.

>>> TLDR; While normal mods are safe to use (even top players like Hotashi, Romolla, and Diaphone use them on Twitch streams,) it's still at your own discretion to make sure you're being safe and responsible with ANY downloads on your computer. And though it's unlikely ArcSys will hate mods since they've been chill about it for the past year, ArcSys can change their stance on mods at anytime. <<<

How to install:
1: Locate the game's steam folder (Steam > steamapps > common > GUILTY GEAR STRIVE)

2: Navigate to the Paks folder (RED > Content > Paks) This folder should have two existing files that end with .pak and .sig both titled "pakchunk0-WindowsNoEditor." DON'T mess with those files.

3: Create a new folder within the Paks folder called "~mods" (without the "") This is where your mods will be located. You can also create folders inside the ~mods folder for easier organization (great for keeping it clear what character/sound/etc the mod is for)

4: Download the mods of your choice (most GGST mods are on gamebanana) and insert them into the ~mods folder. Do note that you might have to unzip files first if they come zipped (.zip or .rar) Also, if you're doing a manual download on gamebanana it's good to click the blue text that says "File Contents" to make sure the download is a .pak and .sig

5: Test to make sure that the mods work and enjoy! Also, certain mods can conflict (like two character texture mods that go on the same color slot)

Gotta make the ~mods folder, then drop the unzipped files from https://gamebanana.com/games/11534 in there
