The other one who stands out is Chipp. He's actually considered top 2 in Japan but is a very divisive character. He lacks anything that helps him in lower skill levels, but boy can a top level player make him an absolute monster. He melts if you touch him but they will make you work like hell for every hit.
I-No and Milia are also both ranked rather high. Overall this tier list seems built around lower player skill levels and prioritises characters with easier to use offence. In that context it makes a lot more sense (though May should still be a lot higher) but for high level competitive play (which most tiers are made around) it's garbage.

They also rate zato generally higher and gio in at least b and axl in B which is why I said his B tier was "unstable" or would shift around. Millia/ram being "highish" isnt that odd either thought higher then sol/chipp is.
The bizarre aspect of the list is ky/ino being super high.
