If your pc is powerful enough, you can emulate the base game (persona 5) using a ps3 emulator

Emulators themselves aren't illegal. The only inspect that's illegal would be downloading ROMs off of other websites. If you buy a copy of the game and make it into a ROM to use solely for your own personal use, then using an emulator is perfectly okay. Don't spread misinformation.
