Low framerate during cutscenes

Hello, I just bought the game a couple days Ago and i've been having this issue with the framerate during cutscenes.
It's only happening during cutscenes, the gameplay runs smooth. Anyone with a solution? or encountering the same issue.

Pre-rendered cutscenes are locked at 30fps, unless you mean something else
