Yes, "Ailment Boost" stacks with specific ailment boosts (fear boost, forget boost, etc.)
For Psy technical hits, they will trigger on enemies inflicted with Dizzy, Sleep, Fear, Rage, and Brainwash. For regular enemies and mini-bosses, everything should be possible. For Dire Shadows, Request Shadows, and Monarchs, I'm unsure.
