In any case, yes this is a direct sequel to Persona 5. Unfortunately, the issue is they may have to wait a long time for the PC port, the leading theory being exclusivity to Sony.
I mean... You didn't have to say this. No one forced it upon you to write this. you CHOSE to do it of your free will.

Most objective observers have noted (properly) that
- P5 Vanilla is horrible from a UX perspective ("go to bed"ness, as I call it)
- P5 Royal fixed a lot of what was wrong but then catered to SJW's and went political
- P5 Strikers apparently did not get the axe and maintains the true spirit of what the developers envisioned (which is a reason I chose to pull the trigger).
So...while it may "help" in terms of knowing the characters...I would tell those people, just watch a "Let's Play" of P5, then play Strikers. Don't support censorship.

Someone who likes games left unedited and in the original integrity as per the Japanese dialog? Absolutely.
And no, "play in Japanese" is not the right answer - even if it were, the Western version was edited completely and I'm not buying a Japanese version without English.
The RIGHT answer is for them to NOT edit games simply because a minority group of people got triggered over flamboyant homosexuality.
As someone else properly said, just because there are flamboyant homosexuals doesn't make them all such; and just because there are bad eggs doesn't make them all bad, so editing just caters to the wrong people.
