Stuck on Shibuya info gathering?

I know this sounds crazy, but I think this might be bugged. I've hit circle on everything I can possibly hit circle on - went into every store, talked to all the party members, interacted with just about everything and I can't get it past 85%. I've talked to:

- Guys by Iwai's shop
- Woman by the crepe shop
- Woman by the clothing store
- Went into the clothing store

And I can't find the last target despite the fact that I've been walking around systematically mashing circle at anything that looks even remotely examinable. What gives?

It's not bugged. HINT: Take a closer look at the crowds in the market area main roads.

Look around the Station Square, maybe hit the shops there... ;)

i also had troubles, just look for guy on crossroad, he really blends with the crowd
