No they will only port Royal because I don't think Atlus wants to get into hot water again from the same group of people who complained about the censored clip again who complained about it the first time.
(Fun fact, btw, the guy who kept pushing the anti-lgbt stuff in Persona became such a problem they kicked him off the Persona team)
Because P4G sold very well on Steam and now they also released Strikers here. Why wouldn't they also release Royal, which I'd say has the highest potential of all these titles to make a lot of profit? Royal would also definitely boost sales for Strikers, since many people are waiting to buy Strikers after they've played Royal on PC.
They could have a 1 year exclusivity deal with Sony that prevents them from making the announcement.
