Villager/Town Size Capacity

So I've been playing Grow non-stop and I'm kinda stuck with the town villager capacities.

Each town is asking me to have 14 villagers but so far having the meadows, plains and forest towns unlocked i can only have 13 in the meadows, 8 in the plains and 3 in the forest as the max amount villagers in the consecutive areas. I've googled everything, looked everywhere and I can't seem to find any information within the game from book and pot or online.

Is it a progress thing/something I can unlock, or am I doing something wrong?

Have you unlocked the large house yet? Or have you gotten any "Two's Company" or "Three's a Crowd" tokens that you can attach to the houses in their customization menus?

Yeah i have, it just won’t allow me to add anymore people to the town other than this limit of 13 in the meadow, 8 in the plains and 3 to the forest. Even if i put houses down i can’t add more people to them even if they are vacant

there's a mod on nexus where you can up the limit on buildings, decorations, etc :)

It’s not that i need to add capacity to buildings, it’s my actual town limit that is the issue. My in game default town limit let’s say for the plains is 8/8 villagers. I’m unable to add more. Even with empty houses. The villager limit for the forest for me is 3/3.

I just need to know if it’s a progress thing, or if this is correct. Because everywhere i’m reading it’s saying i should have 20/20.
