We are sorry to hear you are having this issue.
Steam allows you to modify the launch options manually.
If you want to change the game resolution, you can do the following:
Right-click on the game title under the Library in Steam and select Properties.
Under the General tab, click the Set Launch Options button.
E.g. write: -screen-width 1920 -screen-height 1080, where 1920 and 1080 can be changed as you wish.
OK, Close and launch the game.
If you want to play a Steam game borderless, or windowed you can do the following:
In Steam, go to your Library.
Right-click on the game title.
Select Properties.
Click Set Launch Options.
Paste the following line into the provided text box. –windowed or -popupwindow
OK, Close and launch the game.
