just go to the little building near the goblin in a cage, look around the barrels, you'll see a reliquary chest, however if you just feed the goblin in the cage, he tells you this.

In the lower swamp there is a cave marked by two torches. Entrance is on south side of the swamp. Level 3 monster in there. Kill it for second piece.

I've been looking for this for 4 hours. Thank you @BRC -- To be clear, if you find the Waterfall/Alcove area, you're on the right track, it's right there!

how do you open the reliquary box interacting with it doesnt open

Do you mean the Vaul in the southern part of the swamp? Or is it literally a cave?

The Second Amulet can be found by entering the Whispering Swamp on the right side. Enter the Biome, hug the wall going left and you should see a cave lit up at night, or not at all in the day. Inside is a Druid. hope this helps.
