Tanner's Kit not working

I crafted a tanner's kit and after placing it on the floor, the game doesn't show any prompts or options to use it, it seems like a bug.

Place it next to a tannery and use the tannery, you now have 2 slots available instead of 1

[Zephyrduo]

It connects to the tannery. When placing it down you'll see a green line going from the Tanner's Kit to the Tannery. If you don't they aren't close enough to each other. Also, it upgrades the Tannery and isn't a standalone item.
