If you build with just floors they might not be blue but yellow.
T1 foundations, I think, you can build 3 high, T2 foundations, I think, build 5 high from blue coloured sections.
As this game allows clipping through terrain mesh, I would suggest to always start a build with foundations, the top surface of the foundation will be your floor. So even if parts of the foundation are covered by terrain below the floor surface, you will always have a flat surface to work on.
