Depends which T4 bow you mean.
If you mean the Stagbow, you have to find the recipe from Garou Hunter kills. RNG drop.
If you mean the standard Blightwood bows, you need to unlock it with Swamp Thread. Find some Swamp Weed in the Bloodblight swamp (easy to miss look at the ground), and spin it on your Spinning Wheel.
