Free Up Keyboard Assigned Keys

We all have our favorite keys to use. I have noticed when I tried to customize my key bindings for the game. I couldn't.

Example I want to use the F key for another function but it is tied to "Ghost Mode while building" I can use the F key out of building mode but as soon as I am in building mode. the F key only does the ghost mode option. There are other key instances of this problem. Please fix this for true customization.
