The problem is that you have to trust someone not to wreck your base and steal your stuff. Prep your character for the trip, make another world, make it public, go to that world and then there's nothing for someone to ruin should they just want to grief you. All being well, you and a pal do the Ram Horn expedition, say your goodbyes and you go back to your main world.
Thundering Plains, the area is Combat level 4, the Rams are Combat level "3" but feel more like 2's. Just watch out for the lightning that likes to rain down as well as the dragon attacks, and don't go at night to avoid the Teir 4 mobs hunting partying you.
You don't really need to be good at combat to get the horns. If you can make it to the Stormtouched Highlands in the northwest of the Fractured Plains, you can just look for sheep. The pinkish sheep with horns are what you want, and they're pretty easy to take down if you're already packing Tier-3 gear, even Tier-2 gear would be fine. (Just avoid the Garou).
I now have trust issues lol. I've never played a survival mode game like this. But thanks for the heads up
Start a new world, invite me and I can give you 50 ram horns. No worry of stuff being destroyed or stolen.
