No it is a quest.
You accept a quest by looking at a statue near the Vault dungeon. If you haven't done the dungeon you cannot finish the quest, You need to learn a secret Dragonkin word, which you learn from doing the dungeon.
After speaking the word to the statue, you charge an orb 3 times from 3 pillars, then you get a recipe for the SOL. It's a quest, the dungeon is part of the quest.
To answer your statement, you didn't read the dialog. They specifically tell you that the Orb is the key to knowledge of creation of a staff. The knowledge is embedded inside the orb, and upon charging it, it imparts its knowledge to you. You learn the recipe for the Staff of Light.
Also should the recipe show in my crafting bench?

You do not receive a scroll, it's just automatically added. You can check in your Journal. Press J to open your journal, go to Recipes, and go to Masterworks.
It will be in the Smithy when you unlock it.
