Could be, could not be. I have issues specifically with the main menu where if I idle, the game will continuously heat up the gpu until it shuts down. This is the only game I've played that does this.
If I play the game, idle in game, go to character select- all these things are perfectly fine maxing at in the 45-50C range (lightning area is the most demanding).

You can try launching the game in vulkan or directx11 in the game library->right click properties game launch option. Add in
-dx11
to launch in directx11 and see how it works as an example. It'll be less demanding than the default directx12.

You can also go to your config file and turn off some visual effect stuff that you otherwise currently can't to further reduce demand. Here's a link to a short guide about it.

Memory leak or engine fault.
I've running an RTX4090 for more than a year now on a dozen different games, many at Epic settings, without issue. Yes, I know DW is still in development. Yet, Dragonwilds apparently can't handle it, so I have to use -vulkan. ... at minimal settings
Even that was playing fine, until the latest patch 2-3 days ago. Now, I get random video spikes or heat spikes that glitch-out the whole system.
Going to have to stop playing until they are further along in the development and testing cycle, unless something changes.

what does your GPU have to do with system ram?

Do you not understand what a memory leak is? You're talking about your GPU when a memory leak refers to ram not your GPU

Yes, optimization is very poor
I'm on a full AMD build, Radeon RX 6950XT and have a really easy, quiet time running games at full settings usually but this game made my build sound like a jet engine. Guessing it's just still very early build.
