Unless steam decides they will remove the game from the store and automatically refund everyone, they will still benefit from the scam.
Even if 75% of the owners are refunding, that still means they have 25%. Considering that they put zero effort into this crap, they still come out on top money wise.
This is also just the perspective on the customer side. It is very likely they used this shell-game to scam money from unknown investors and also being able to write things off as business expenses.

Chances are that steam still has all that money. From what I heard, steam doesn't immediately disburse the money but in batches (monthly?). No doubt that the devs will try and get steam to hand it all over but steam will definitely take out refunds and their fees from it first before handing the remainder (if any).
So if any of you want to stick it to the developer, request for a refund NOW before it is too late.
You clearly don't know how Steam partner program works. They don't get all that money just directly deposited into their bank accounts. The revenue is paid out after a period of time, which is done as a trailing month payout

So no, Steam wouldn't need to "go to Russia" to get them; Valve just wouldn't remit payment for the refunded games.
Also, in the Steam Distribution Agreement with Valve they reserve the right to withhold payment and cancel/delist/remove a game/application and refund all purchases if the game/application is in violation of the distribution agreement.
EU and AU consumer rights violations.
Bethesda actually was under a class action law suit for not allowing refunds. When they realized they would actually lose it they reverted and opened up refunds. AU users were allowed to get refunds regardless of hours.
Since the original marketing for this game was pulled down just prior to launch, there can be strong claims that a bait and switch happened.
Im not saying this will happen or not, Im just pointing out what they could be sued for.
Steam pays developers in a manner where the devs dont get the money instantly but at the end of 30 days so it is very likely Steam themselves pulled the game from being purchasable on top of issuing refunds after Fnasatic stated they wont.
