DOA (Dead On Arrival) because it is a "Bait and Switch" SCAM
There are fewer than 400 people on the servers right now.

Why?

Because this is 100% a "bait and switch" scam. They announced an "open world MMO" and launched a partialy created extractor shooter on a small map under "Early Access" so that they could claim it was a legit product. Too bad it does not match the original trailers, the advertised products, or what the devs claimed in their social media.

"We will have an 'open world MMO' in EA available on 7 December." is exactly what they announced. Instead, they are offering an inferior and entirely different product. This is an illegal act known as "bait and switch."

IF you are one of those that got snagged by these frauds, then try repeatedly for a refund. Also, you please report the "game" through its store page. Thousands of people already have reported it, but hopefully if enough reports come through, STEAM will finally act and shut this scam down.

UPDATE: Turns out Steam actually did act on this and have blocked Sales. FNTASTIC leadership should be arrested and charged for fraud.
