Cap of cities per country?

I'm trying to get an Australia runthrough done where its densely populated with cities and routes before moving onto other countries and doing the same thing.

Much of Western Australia never unlocks for me (Perth etc) and even when waiting for ages nothing spawns.

Is there a cap on how many cities can spawn in a country? If there is - very annoying!

Yes there is one. The bigger is the country, the higher is the cap, I think. This is valide for both DTW & FP/Ladder modes, but it can be changed in scenarios.

Is it possible to encourage certain cities to spawn (i.e. Perth) so that a country feels filled out?

in custom scenarios there is a value for min distance and max distance from spawned cities - maybe perth is too far away from another city and can not open due to distance
I dont know the settings for freeplay or any other game modes

You can even force which cities to spawn in custom scenarios; or do both random / specifdied cities, and yes you can set min/max distance, IIRC (I'd not touched editor since ages).

You're right, however the cap is determined by the scenario settings, not the country itself.

There is also a cap to prevent performance issues from becoming even more noticeable in Free Mode.

I'm curious about that: do you mean you can force selected cities to appear randomly ?
i don't see any feature for that in the editor, is there a trick ?

You can either unlock a totally random city or unlock a specific city. Unfortunately, you can not unlock a random city from a pre-defined list.
