If you want all the characters and extra costumes - ultimate is worth it, if not - then not.
Thanks. Just so I'm correct, it looks like the DLCS add 7 new characters total, but the base game has 51 already - would you recommend the added characters or would it be better to get the base game first...
Getting the base game first makes sense, as buying all the dlc before you're sure if you enjoy the game itself is not a very good idea.
Buy the ultimate edition right away only if you're sure that you'll like the game and/or if you are very interested in the DLC.
Warning: online is borderline dead (and not very good, that's exactly why it's dead), you'll have to wait 20+ minutes to find a single match if you don't already have someone to play with.
And considering the game is practically dead and buried by now, no story content is a real miss.
