Deluxe or Ultimate worth it?

Title. Are they worth the extra money? Also do they come with achievements or can you get 100% without them?

You can get 100% without them, they only give access to DLC costumes and characters.
If you want all the characters and extra costumes - ultimate is worth it, if not - then not.

Thanks. Just so I'm right, it looks like the base game has 51 characters and the DLCS have

Yes, base game is 51 + 2 (Weather report and alternate Pucchi were released as a free update) characters.
Getting the base game first makes sense, as buying all the dlc before you're sure if you enjoy the game itself is not a very good idea.

Buy the ultimate edition right away only if you're sure that you'll like the game and/or if you are very interested in the DLC.
Warning: online is borderline dead (and not very good, that's exactly why it's dead), you'll have to wait 20+ minutes to find a single match if you don't already have someone to play with.

just get the base game, the DLC content isnt really that worth it. No new story missions or content, just new characters.
And considering the game is practically dead and buried by now, no story content is a real miss.

i personally find some of the dlc characters REALLY fun and in bad companys case, his assist really opens up alot of combo extenders and is really cool. Wonder of U is a really powerful character and honestly is kinda busted. but i got the first season pass and i'm loving all the characters in some way or another. but like others say, i'd just get the base game first. not alot of people play this game which is sad but i think this is one of the best fighting games there is
