Try seaching all over the place when i went back from the city to the first area i had 2 wolves on the way. the enemies keep changing every time.

I don't have such problems with loot, just bad luck
also you always can by it from the general store. I see often stuff like that there

check the daily challenges as well, like today I had one that had me fight wolves back at the keep and got 2 from the 3 it needed you to kill.

i never seen it in the general shop, maybe i just need to upgrade it to level 2?

I guess, since those ingredients are needed for tier 2 upgrades
