HDR issue in exclusive fullscreen?
Looks great in windowed but exclusive fullscreen gives me a dull picture and ive never seen this in any other game.

Anyone else notice this?

I had this issue with Elden Ring. You can't have Windows 11 HDR + auto-HDR enabled, and then also enable HDR within the game. I wish devs would figure this out.

Auto-HDR only enables if the game doesn't support HDR from my understanding. That being said, HDR is broken in exclusive fullscreen for me too.

Ah okay so Exclusive Fullscreen is the culprit. I was so disappointed the HDR was broken when I ticked it on. Hope they fix this asap.

Same issue here. Auto HDR is disabled and I do not have RTX HDR enabled globally either. Game looks fine in HDR in Fullscreen Windowed and Windowed modes but appears horribly washed out and almost devoid of colour when I use Exclusive Fullscreen.

What graphics card do you have?
NVIDIA I assume?
Maybe unrelated to this game but I had such issues with some other games.
Solution that worked for me is to:
Open NVIDIA Control Panel, go to "Change resolution", scroll down until you see section 3
There set "Use NVIDIA color settings"
Desktop color depth: Highest (32-bit)
Output color format: RGB
Output color depth: 8bpc
Output dynamic range: Full
I'm not sure this will work but worth a try at least.

Unfortunately the issue still remains. I always run in the config you pointed out and the washed out screen is still there.
Not sure what the difference is between "full screen windowed" and "exclusive full screen" is anyway.

Yup. I had to switch from exclusive full screen to full screen windowed, then disable and re-enable HDR for it to work properly.
