Health Regen
Does anyone know if it's a percentage or a flat rate?
It definitely ticks faster if you're wearing multiple pieces of gear with it

At least before patch 1 it was 1 HP per second per regeneration on gear. 3 items with health regen = 3 per second. The character's HP had no effect on it. It was fine, so it probably hasn't been changed.

That seems about right with what I'm seeing in-game right now. Have you managed to test focus regen yet now that patch 1 has fixed it?

Somewhat. Seems much better than before. Previously 2 or 3 items with focus regen were needed for anything noticeable, over a long time. With double regen (purple and gem) on my helmet it looks decent now. Not sure about it scaling with max focus. I have 600 maximum focus and 50 regenerates in about 17 seconds.
Edit: The few percents of Focus Gain increase probably also affects it. So maybe 1.5 focus per second per regen?
Edit 2: 3 focus regeneration with the same gain increase fills 50 in 10–11 seconds. So it's almost certainly 1.5f/s. Very nice.

Thank you I appreciate you looking into it :)
I don't think it's that nice honestly, not for Focus especially. Even after this patch you can still just use a multi-hit weapon attack like a rapier or a multi-hit skill and regen a 600 focus bar in 2 seconds, maybe it might take a few more seconds now. But even with 3 pieces of focus regen gear (side note: you might be able to get 4 if the helmet gem stacks) it will take ~2 whole minutes to go from 0 focus to 600 focus. Pretty bad

As far as Health, from what I can tell after this patch it seems they've limited the "gain #% health on damage dealt" affix to only have a roll range of 1. I've enchanted a lot of gear and seen the affix a dozen times now and I haven't seen it above 1% yet. Even with a multi-hit attack this is a pretty big nerf. You can still combine it with the Crow Ring which would get you back up to %3 ish, but the Crow Ring reduces your health by about about a quarter and you're taking up a ring slot for it. Probably still worth taking.

So I would say health regen seems more appealing now to close the gap a bit of this nerf. "Chance to gain #% Health on damage taken" is probably good too but idk if those affixes can roll on the same item

You're welcome.
I also checked my health stacking character, with whom I was using elemental throw and the Crow Ring. Even at low level, there was no need for healing items except for larger scattered groups, but I see that all the Gain % Health on Damage Dealt got reduced to 1%...
The interesting thing about it is that if the weapon has extra elemental damage, it counts as a separate hit, too. (Turning on damage numbers is good for seeing this.) Then combined with a throw of a different element, those seemed like even more hits.
Would throw be the multi-hit skill for staves for gaining focus, too? I'd prefer some distance (when the enemy allows), so if most attacks require melee, then regeneration may remain my preferred option.
The helmet focus regeneration gem stacks. 2 of my regeneration sources is only my helmet, the 3rd is gloves currently. Though I mostly use another pair of gloves with Gain 10% Focus on Kill. With 600 focus, that generated 10 extra for one 50 focus rune killing most enemies. That's how I stopped using Channel, because I use the 4 rune slots on the staves. Thus no enchants and I didn't find any with % focus on damage dealt, anyway, I think.

Are you 100% sure that having an elemental weapons means you're doubling the procs? I play with numbers on and I know that it shows the elemental damage but that doesn't necessarily mean it's also adding extra procs for focus/health gain on damage dealt. It would be really cool if it is true though.

In my opinion magic characters should have a separate weapon for rapidly regenerating focus if they need it + it's fun to sometimes switch to melee for a bit. I wouldn't want to waste a spell slot on my staff. The only multi hit skills I know of that will rapidly regenerate your focus bar are all melee ones (Dashing Stab probably the best).

You can just slot a Topaz gem into your staff to give you 3% focus on damage dealt, you don't even need to enchant a staff to get that affix.
