Yeah, it's got a Popeye feel to it as well. It's just off-putting for me.
Goofy proportions can look fine when it's more of a cartoonish art style, but it just looks strange in this game.
From my knowledge its a very basic character creation, like premade faces, hair types,...etc. I'm not sure if there is much customization to the characters actual body rather then choosing between a male for female.

I don't see an arm slider. That's a shame
I tried watching that IGN video. I could only get about 20 seconds in before closing it. The guy talking sounded like a radio personality trying to sell me something. The more I look into this game, the more it seems like over hyped EA garbage.
