Failed to unlock the max skil level issue

I have reached the 450 and i whent to neutral camp with the scrool and coins and when i click on learn it show me up "FAiled to unlock the max skill lelve issue" What is there wrong?

as i know you need the scroll or the coins. the scroll should work from your inventory by using.
at the camp you should find the skill trainer and speak and navigate to the skill you want to unlock and pay the price.
