Trying to mess around with a private game

Is the admin command for AddItem broken? Using both commands
cheat AddItem <value> <quantity> <quality>
cheat AddItemToPlayer <SteamID> <Value> <Quantity> <Quality>
have no effect and spawn NOTHING. I know that many of the admin commands work as I have been able to play around with flying, god mode, adding coins, expertise, etc. but these two commands seem to no longer work if they did in the past. Anyone have any help on this?

Currently, there is no AddItem command. To add an item, press ESC to open the in-game menu, and there should be a "Server Settings" option. Open that, then you should be able to add items from the Items and Effects tab.
