cannot attach horse to the cart.

i have tried holding E waiting for the option to appear to attach it, select horse name but that never shows. no clue what the issue is

Are you the owner of the horse or just someone with permissions to use it, you have to be the owner of the horse to attach it.

Are you on official server? Is that cart crafted or magically spawned in via server command? Are you the actual owner of either cart or horse? ...

i tamed the horse myself. singleplayer server. solo play. i spawned cart and cage via command

That spawned cart is fake. I believe there's 2 server options, try the other one. Or simply craft a real one with spawned raw materials...
