It is an mmo. It has the OPTIONS to host a server from the game menu, for just yourself or for friends too. You can play official server on a shard with PvE (as well as turning on consensual PvP) or just vanilla PvP. Huh, what about that, huh? Huh?
2 - Configure the settings as you see fit; Change the port to 4 digit ports to fix Steam Error (IE 5888 and 5889)
3 - Once your server settings are done; hit save. This will create an ini file with your server parameters. Save this for later.
4 - Click "Start Server" This will generate a .bat file for you to launch your server!
5 - Launch the server using the .bat file created by the program. Once the server loads, shut it down by hitting Ctrl-c in the server window.
6 - Open the INI file from earlier and copy the contents.
7 - Browse to <Game Directory>/WindowsPrivateServer/MOE/Saved/Config/WindowsServer
8 - open the "GameUserSettings.ini" file and paste the contents of the original INI at the bottom.
9- Relaunch the server

3. Tool Launches
3a. Change settings such as First 2 lines that appear I changed names. I also clicked Basic Settings (left pane up top) changed name there too (servername). Also i added a small password
4. Click Save or launch Server
4a. Folder appears and it tells you to run "PrivateServer.bat"
5. I usually wait til a huge slew of yellow lines appear on screen
6. You might need to relaunch game client; Click Private Servers. Type in your server name (may need to hit refresh) click join
You don't need 2 copies of the game (was a query further up)
Ultima Online still is a MMORPG.
But you could never legally make private shards, they just didn't pursue anyone who did.
All the private shards out there use reverse engineered code, they never released the server executables to the public.
