To test this I started a new game today and after a year ingame, in one station (farm) with 2 trains (4 wagons each) never increased production (half-star). Built a train with 6 wagons on a forest and before I built my own forest together, in 2 ingame months both forest went up to 2 and a half stars. I sent an e-mail about this issue, plus others some time ago, but never got a response.
But it's true, the productivity of the buildings could probably grow a bit more. Right now, you really need to send a lot of waggons to make them grow a lot. It's similar to the growth of the towns. Both will be adjusted a bit with the next update.
Tested again productivity with the 1.2 update and still the same as before, at least for industries.

For more than 19 months I had this farm station with 2 trains with 6 wagons each and the production never went up. They take near 2 days to full load.
Now before building the forest station I already built a second forest close to it, again with 2 trains with 6 wagons each and only after 2 months (might have happened sooner) the productivity went up. One interesting thing happened is that the sawmill that is connected to the forests also increased production without the need to build a second sawmill, on 1.1 I also had to build a second sawmill to increase the production.
I will still play this save to check if the same thing happens on the farm when I can build a second farm and without building a second factory if the production goes up as well. It does happen also!
Update: After building the 2nd farm, the production increased fast and after a month or so the factory that they were delivering the cargo finally started to increased production as well.
