Tons of job but no outfit

There are tons of job but no available outfit to represent your status in the game. Cosmetics are what necessary exactly.

job requirements are listed when you are choosing. driver levels can be seen in the UI and vehicle information is shown when you spawn them.

I think you should automatically switch into the according skin for your player model, e.g. a police uniform when you are driving a police car.
