That being said, I found 500% to be the sweet spot if your system can handle it. Its crowded enough that it seems like life is really bustling in the world outside of player interactions. But its not too dense that you can't drive at any reasonable speed or run into walls of cars at every main thoroughfare.

Probably ment "dedicated server". I don't know too much about being a server host but I don't think they should upgrade to this test build since it isn't final and might cause problems for clients joining (and disconnecting).
People have done it. Most of the youtube channels have their dedi's updated to the test version.
In that case, it would be best that you did get it running. I have only played SP so far but I can see elements of the new update (mainly the traffic density) can potentially effect a server's performance. Hopefully you'll have time to test it without too much down time.
My game ended up being a cross between Taxi Life and NFS: Rivals since all I did was drove people while dodging 20 AI cops in heavy traffic with a highly customized Hyundai N-Vision (Zyro).
