Available cars and mods

I'm really impressed with the wide array of cars that don't only fulfill multiple roles but even styles.
Are all cars that are drivable, purchasable? I've been exploring the car sales places and it seems there's way more cars than are for sale in them.

When you start tuning a car, is it possible to remove seats to expand cargo space? Would be hilarious to have a high speed pizza hatchback.
Or even an UTE.
