Toy Factory not producing pallets

So, as the title says, the toy factory is not producing anything. I've delivered several containers of plastics, 40ft and 20ft, and the number under REQUIRED column stays at 0/100, but the number immediatly under it increases with every container delivered. Still the production of pallets of toys is halted.

I've jumped on a online server and the factory is producing toys, so obviously it's not a bug and I must be doing something wrong.

What am I missing here?

You need to deliver plastic from the plastic factory, as well as containers from the harbours or imports. It won't produce without both. To get plastics, you need to deliver oil from the refinery. To get oil, you need to deliver crude oil from the oil wells.
