I can parry multihit damage (like the spimming saw) if I nail the first parry and spam it but if I fail it maybe still possible to parry some of the hits but is harder as you already out of sync with the attack (it work very similarly to Sekiro in that regard, is like deflecting the Centipede enemies).
Stagger bar allow you to multi-combo enemies to their death but some enemies have shorter stagger frames, recovering faster from it, not all enemies being on the "weak side" makes sense and the enemies that are not weak to stagger show it either with agility or their size (also bosses get huge stagger window you can do 3, maybe 4 full combos for free) so ... it is far from being bad and the devs went "chill abd easy" not allowing bosses to be strong against stagger (tho bosses take longer to be staggered).
