The Dog boss "fight" Is it a bug or are the creators brilliant assh*les? [Spoilers?]

I just beated Ulv and climbed the fortress walls and I found a dog sitting in the rain. When I approached its healthbar and name appeared and I got trapped in its boss arena like with the rest of the mini bosses. But it just stood there and followed me when I moved, never attacking me.

Does anyone know if that was meant to happen? Because I stood there a solid 10 minutes looking at it hearthbroken. I dont mind killing rabid zombie dogs but this one was just sitting there looking at me... She even looks like my own dog, man...

I thought it would become hostile after hitting it, but she just took it...

I dont feel this bad killing a "boss" since Sif in Dark Souls.
