Doing anything in full combat kit is tiring, newbie mistake is thinking this like it is an arcade RTS game. If you had them on slow like you wrote, no wonder they take their time.
Basic movement order must be used most of the time, running, crawling (slow) and assault only when absolutely needed, like in real life.
I am not asking "How did my soldiers become exhausted?"
I am aware that running, slow walking, assaulting is tiring.
I am asking, "Why, after becoming exhausted, have they not recovered after ten minutes of rest? Is this a permanent condition and, if not, how much longer will they require to recover?"
Just continue the game and you will find out how long it takes to recover.
Nobody else knows what orders you gave those troops and how long they travelled, so no-one else than you can know.
The answers are: because it's hot and they're extremely tired; no, it's not permanent; and, wait and see.
