Are you using the slitherin launcher?
Can you start the games directly from your installpaths?
In my case (no launcher involved) "C:\Program Files (x86)\Battlefront\Combat Mission Red Thunder\ CM Red Thunder.exe".
If nothing happens, try to run the games with administrative rights.
If you don't find a solution, you can open a supportcase on https://www.battlefront.com/support
I thing Windows 7 isn't too old.
I use laucher D:\Program Files\Steam\1\steamapps\common\Combat Mission Shock Force 2\CM Shock Force 2.exe
and also
D:\Program Files\Steam\1\steamapps\common\Combat Mission Shock Force 2\Launcher.exe
(both with administrative rights) but it is the same problem ;/

If you are a bit it-affine, you could check the administrative events and applicationlogs in the "event viewer", maybe you find some hints there, like missing files or something like that.

Wouldn't launch on the secondary account restarted the computer signed into my steam account and pressed play and it was fixed
Obviously this doesn't solve anyone elses problem but it might point to some sort of ownership verification problem.
I've seen a thread where someoene else had the same problem. He had installed the game on a different drive than the installation drive C:\. I see you are also not running this game on the C-Drive. So try to install it there and check it again.
