Unlocking Scenarios

I am confused about how I unlock the other Scenarios (Scenario 9 and up). I have become a Tycoon in the first two scenarios, and I thought that would begin to unlock them. I can't seem to find any other objectives that I might be missing. What else do I need to do to "complete scenario 1" other than becoming a tycoon?

You've already unlocked scenarios 7 and 8 by completing scenarios 1 and 2.
It's probably hard to see due to the small font, but the requirement is actually (at least on Platinum, but I doubt CE is different): "Levels to complete to unlock: 1".
In other words, after completing any scenario, one more is unlocked (except for the last too which require completing ALL other scenarios).
