The game also loads a smidge faster on Complete than on Plat (sub 1 second difference into the Vanilla Hills map).
Otherwise, it's pretty much the same game. Uses the same profiles and saved games that I had from Platinum and the UI does not scale in any way, making 1080 impractical on my 14 inch laptop.
I would highly doubt that there are any significant graphical changes. The folder sizes for the two versions of the game are almost identical (~100 MB difference).
The widescreen option (16:9) is there, but no ultra-wide (21:9), which means editing the INI file is required like the old version.
Overall, this complete version is just Platinum version. No major changes to gameplay.

You are still unable to place fences on path but able to place them on tracks...
Game still have hard time with rendering over 1k guests "Game set me to High Quality when used detect settings"
Game Have Hard time with Lights at night

However it would be worth buying if it were stable to run Large parks
