So what's the deal with this? Can US residents get this? How can an entire flatride that comes with lvl 2 and 3 impossification be locked behind other regions?

I got it to work. On the checkout page, you leave the Country field empty and select your State. The checkout then auto fills the Country as being the United States after you press the submit button with only the State selected.
