At least thats how it was for me after the release.
You can also just start a sandbox mode game and select for everything to be unlocked from the start to see if the two rides, the shop, the props, plants, lights, benches, trash cans and the entertainment staff costumes are there.
When I purchased the game I was told I would receive certain items for a price point and did not. Guess I'll have to wait few more days and see what the fixes bring.
I've also tried sandbox mode and I didn't see it. Possible I missed it, but considering many others don't seem to have it I think it's an issue that should be addressed.
