Actually, apart from the developers themselves, if they still exist, they would be the only ones who could do it!
But they're very, very, silent! Rightly or wrongly, I don't know!
The information is very scant and, as you say, contradictory!
Also from my point of view... yes, the game seems to be still in development, but it's starting to get very, very, very long! Too long already, is that reassuring or worrying, I don't know?
On the other hand, yes, it should be single-player only and with the spirit of naval action... same engine in any case and same world?
I too am patiently waiting for this release..... which never ends, never ends... always going back, delaying.... I believe in it less and less.

It does help basically don't get my hopes up lol. I stumbled over this in a conversation about the "good old days" of naval action. I forget what year I stopped playing 2017 or 18. It has been one of the best games I have ever played but devs just murdered the game at every turn. The community quickly became toxic as well which was sad to see.
I would love for this to be a single player version where I could shape the world in my own way without influence of other players.
